The City of Selma permits garage conversions to Accessory Dwelling Units consistent with California Government Code Section 65852.2. Attached garage conversions require fire-rated separations between the ADU and the primary dwelling, separate electrical and mechanical systems, and proper egress windows and doors. No additional setback is required if the conversion is constructed within the same location and dimensions as the existing structure. An expansion of up to 150 square feet beyond the existing footprint is allowed for ingress and egress purposes. The converted space must have adequate insulation, ventilation, natural light, and ceiling height per the California Building Code (minimum 7 feet for habitable rooms). A kitchen and bathroom must be installed for the space to qualify as an ADU. A Junior ADU (JADU) of up to 500 square feet may be created within an attached garage and may share a bathroom with the primary dwelling. JADUs require owner-occupancy of the single-family residence. Impact fees are waived for ADUs under 750 square feet, which includes most garage conversions. Pre-approved plans are available from the Selma Building Department.
Converting a garage to living space without permits is a building code violation. Unpermitted conversions may result in stop-work orders and requirements to obtain retroactive permits. The City may require restoration to the original use if the conversion does not meet code.
