Garage conversions to ADUs or habitable space are allowed under FMC Β§15-2754. When a garage is converted to an ADU, the city cannot require replacement of the demolished parking spaces per CA Gov Code Β§65852.2.
California state law (Gov. Code Β§65852.2) specifically encourages garage conversions to ADUs and JADUs. Cities cannot require replacement parking when a garage is converted to an ADU within 1/2 mile of public transit. Conversions must meet building code for habitable space: ceiling height, ventilation, egress, insulation, electrical, and plumbing. A JADU conversion (up to 500 sq ft within existing structure including garage) has a streamlined permit process. The original garage structure often needs upgrades for fire separation from the main dwelling. Laundry hookup required for full ADU; JADU may share main house facilities.
