By contrast, Sec. 12-32 lists 'Dwellings, Mobile Home' as 'N' (not permitted) in every residential district except the mobile-home (MH-1 through MH-10) districts, where it is conditionally allowed. A tiny home on wheels (a recreational vehicle or park-model) is therefore restricted to MH districts or licensed RV/mobile-home parks and cannot be placed as a permanent residence in a standard single-family neighborhood. A 'guest cottage' second unit is also only permitted in RR/AG/A-1/R-1 under Sec. 12-33(A)(2)(d). Florida regulates manufactured housing standards statewide (Chapter 320 and 553, F.S.). Placing a tiny home on wheels (mobile/manufactured home or RV) as a residence outside an MH district or licensed park violates Sec. 12-32. A site-built tiny home that fails Florida Building Code or district lot/yard minimums, or lacks permits, is also a violation subject to Code Compliance action.
