The ordinance does allow a mobile home to be used in lieu of a detached ADU if it meets the eligibility and compatibility criteria of Chapter 21.72 and the standards of Chapter 21.74 (Section 21.74.030(D)). Because there is no tiny-home-specific code, the path to a legal tiny dwelling is to build to the California Building Code as an ADU/JADU or to place a qualifying manufactured/mobile home under Chapters 21.72 and 21.74. Owners should confirm the route with the Planning Department before purchasing or building.
Living in a tiny home on wheels or any recreational vehicle as a dwelling violates Section 21.12.505 in every zoning district. Placing an uninspected, unpermitted tiny structure as a residence violates the Building Code and Chapter 21.74, drawing code enforcement, fines, and orders to remove or legalize.
