Tiny home rules in Lake County, FL — covering tiny houses on wheels (THOWs), park model RVs, and tiny home on foundation builds — determine where they are legal and how they get permitted.
Lake County has no dedicated 'tiny home' category. A permanent tiny house is treated as a small single-family dwelling meeting zoning and the Florida Building Code. Living in an RV or trailer is allowed only as temporary construction housing, on 1+ acre lots, with a permit and $5,000 bond.
LDR Sec. 10.02.02 allows a single-wide mobile home, travel trailer or RV to be occupied as a temporary residence in agricultural or residential districts, on a lot of one acre or more, only while a permanent home is being built. Conditions include an active building permit for the permanent home, health-department-approved sanitary facilities before placement, and a $5,000 cash or surety bond guaranteeing removal. The temporary unit must be removed within 30 days after the home is completed or the permit expires. A separate provision (Sec. 10.02.03) covers temporary housing after a disaster. A permanent tiny house on a foundation is a small dwelling subject to district density, setbacks and the Florida Building Code.
Occupying an RV or trailer outside these rules is an LDR violation; the bond may be forfeited and Code Enforcement can order removal, with penalties up to $500 or 60 days jail (Sec. 1-6).
