Inhumane or cruel treatment is prohibited by Sec. 3-18, and Animal Control officers may enter and seize animals kept in dangerous conditions (Sec. 3-23). The dog-count limits of Sec. 3-26 (three or two by zoning) and the wild/exotic ban of Sec. 3-17 further constrain accumulation. Severe cruelty and neglect are prosecuted under North Carolina's animal-cruelty statute (NCGS 14-360). Report suspected hoarding or neglect to Cumberland County Animal Services.
