Cumberland County has no ordinance that specifically bans feeding wildlife. But under Code Sec. 3-10, regularly feeding an animal counts as 'harboring' it, so feeding wild or exotic animals can violate the Sec. 3-17 wild-animal ban and draw nuisance enforcement.
The county Animal Control Ordinance contains no standalone wildlife-feeding prohibition. However, Sec. 3-10 defines 'Harboring' as regularly feeding, sheltering, or caring for an animal, so anyone who routinely feeds a wild or exotic animal may be treated as keeping or harboring it in violation of the Sec. 3-17 wild/exotic ban. Feeding that creates a nuisance, attracts rodents, or causes sanitation or safety problems is reachable under the nuisance provisions (Sec. 3-15). Feeding deer and certain wildlife is also regulated statewide by the NC Wildlife Resources Commission, which sets baiting and feeding restrictions. Residents with nuisance-wildlife problems should contact Cumberland County Animal Services. Feeding your own pets and licensed wildlife rehabilitation are not affected.
