Cumberland County, NC Noise Ordinances: Leaf Blower Rules (2026)

Sec. 5-25(11) of the Cumberland County Code of Ordinances covers 'domestic power tools,' the category that includes leaf blowers along with saws, drills, grinders and other lawn and garden equipment. on weekends and holidays, unless the tool runs inside a building or structure so that the sound does not cross a residential property line or a posted noise sensitive zone and exceed the levels in the ordinance's Table 1 (60 dB(A) daytime/55 dB(A) nighttime for residential use). All such equipment 'shall be properly muffled and maintained in working order so as not to create excessive and unnecessary noise,' language that puts an affirmative maintenance duty on the owner, not just a time restriction.

Daytime leaf blower and lawn equipment use gets separate cover under the exemption at Sec. )' from the ordinance's Table 1 decibel ceiling entirely, so long as the equipment carries its manufacturer's standard mufflers and noise-reducing gear in proper operating condition. Outside that daylight window, or without mufflers in place, the tool falls back under the general prohibitions and decibel table. The Cumberland County Sheriff's Office enforces both sections under Sec. 5-31.
