Fayetteville City Code Sec. 17-12(8) exempts normal aircraft operations and noise within the Fayetteville Municipal Airport's Noise Exposure Forecast (NEF) zones from the Table 1 limits. Scale model aircraft are NOT exempt and fall under the powered-model-vehicle limits (Sec. 17-11(7)). Fort Liberty (formerly Fort Bragg) is a federal installation, so military aviation and training noise are regulated by the U.S. Army and FAA, outside Cumberland County authority. Residents near the airport or post cannot use the local ordinance against covered flights.
No penalty applies to exempt aircraft operations; model-aircraft noise violations are civilly citable under Sec. 17-11(7).
