Amplified music rules in Cumberland County, NC — also called sound permit, PA system, or live music ordinances — set decibel limits, time-of-day restrictions, and when permits are required.
Loudspeakers and amplified sound are prohibited 10 p.m.-7 a.m. weekdays and 10 p.m.-10 a.m. weekends/holidays near residential or commercial areas, except with a police special permit. Radios and instruments face the same nighttime limits.
Fayetteville City Code Sec. 17-11(2) bans loudspeakers during nighttime hours near residential, commercial or noise-sensitive areas; Sec. 17-11(1) bans radios, TVs and musical instruments 10 p.m.-7 a.m. across a residential property line. Sec. 17-16 makes it unlawful to play a radio, tape player or amplifier on public property or in a vehicle when the sound is audible 30 feet away, at any hour. Non-commercial public speaking may receive a police special permit. Cumberland County applies similar rules in unincorporated areas.
Citation and civil penalty; mere possession of an operating amplified device is prima facie evidence the person operates it (Sec. 17-16(b)).
