Leon County Ordinance No. 23-01 (codified as Ch. 4) and the Tallahassee Code of Ordinances Ch. 4 both enforce humane-care standards consistent with Florida Statute § 828.27, which authorizes local civil-infraction enforcement for animal cruelty and neglect. Section 4-37 of the county code requires owners to provide adequate food, potable water, shelter, sanitation, and veterinary care for every animal in their custody. Accumulating animals beyond an owner's capacity to meet these standards constitutes neglect and is treated as animal hoarding. Animal control officers may seize animals and refer cases involving severe hoarding to state prosecutors under F.S. § 828.12 (cruelty to animals), a first-degree misdemeanor. Repeat or aggravated hoarding may be charged as a felony.
