There is no countywide chapter requiring a permit just to keep bees in unincorporated Solano County. In unincorporated areas the underlying zoning district (typically Agricultural) determines whether apiaries are an allowed use.
Failing to register apiaries with the Solano County Agricultural Commissioner is a violation of California Food & Agricultural Code Section 29040 and may result in administrative fines. Failing to obtain a city beekeeping permit where required (e.g., Vacaville) is a municipal code violation. Bees creating a documented nuisance can be abated under standard nuisance-abatement procedures.
