Neither TMC nor Multnomah County Animal Services code (MCC Chapter 13, adopted by Troutdale Ord. 666, 1998) addresses beekeeping. MCC 13.002 defines 'livestock' as fowl and named farm species β bees are excluded. The county's chickens/bees/farm-animals guidance refers residents to their city. Because Troutdale has no apiary ordinance, hive numbers, setbacks, and placement are not municipally regulated. Beekeepers remain subject to ORS Chapter 602, which requires anyone owning five or more colonies to register annually with the Oregon Department of Agriculture. TMC Chapter 8.28 nuisance abatement still applies if a hive creates a public hazard.
Failing to register five or more colonies with ODA is a Class C violation under ORS 602.090 with civil penalties. Hives that create a nuisance can be abated under TMC Chapter 8.28 with cost recovery against the property owner.
