Troutdale adopted Multnomah County's animal control code by Ordinance 666 (1998). MCC 13.305(B)(1) prohibits dogs at large; MCC 13.002 defines a dog as 'at large' if not restrained by a leash, tether, or device no longer than eight feet under control of a capable person.
Troutdale does not run its own animal control. Under Ord. 666 (1998), the city adopted Multnomah County Animal Services code (MCC Chapter 13), and county Animal Services handles complaints at 503-988-7387. MCC 13.002 defines 'animal at large' as any animal (except cats) not restrained on the owner's premises or, in public, not restrained by a leash, tether, or device 'not to exceed eight feet in length and under the physical control of a capable person.' MCC 13.305(B)(1) makes a dog at large unlawful; MCC 13.303 requires waste removal in public areas. Dogs are also banned entirely from Glenn Otto Park.
Permitting a dog at large is a Class C civil infraction under MCC 13.999(A)(3)(d), with a first-offense fine of $30 to $150. Failure to remove waste is also Class C; impoundment fees apply on top of the citation.
