Breed-specific legislation is preempted statewide by FL Β§767.14 (2023 amendment). Hillsborough County cannot ban pit bulls or any other breed. Dangerous-dog classification is behavior-based only.
Effective October 1, 2023, Florida amended Β§767.14 to fully preempt local BSL and repeal all grandfathered bans (including the former Miami-Dade pit bull ban). Hillsborough County Animal Resources classifies dangerous dogs based on behavior under FL Β§767.12 (unprovoked attacks causing severe injury). Classification triggers confinement, signage, insurance, and microchipping requirements.
