Jefferson County (Louisville Metro) has no breed-specific legislation. Previous restrictions were repealed in line with Kentucky state law KRS 258.235(4), which prohibits local breed-specific ordinances statewide. Under KRS 258.235(4), Kentucky state law prohibits any city or county from enacting ordinances that regulate dogs based on breed β making breed-specific legislation illegal throughout Jefferson County and the state. Louisville Metro's 2021 Animal Ordinance (LMCO Chapter 91) regulates all dogs based on individual behavior. 'Potentially dangerous' dogs are those that make an unprovoked aggressive bite, scratch, or attack. 'Dangerous' dogs have caused a severe unprovoked attack resulting in serious physical trauma or death. These classifications trigger leash, muzzle, microchip, and restraint requirements. MAS enforces the behavior-based system. There are no breed prohibitions or breed permits in Jefferson County.
