Louisville Metro currently does not enforce breed-specific legislation (BSL). Previous pit bull-related restrictions were repealed. Dogs are regulated by behavior (dangerous/potentially dangerous classifications) rather than breed. Kentucky state law (KRS 258.235) prohibits local BSL statewide.
Louisville Metro previously had breed-specific restrictions targeting pit bulls, but these were repealed in line with evolving policy and Kentucky state law. KRS 258.235(4) prohibits any city or county from enacting ordinances that regulate dogs by breed β making breed-specific legislation illegal throughout Kentucky. As of the current 2021 Animal Ordinance, Louisville Metro regulates all dogs under Chapter 91 based on individual behavior rather than breed. Dogs may be classified as 'potentially dangerous' or 'dangerous' based on specific aggressive acts regardless of breed. A potentially dangerous dog is one that bites, scratches, or bruises in an aggressive manner when unprovoked. A dangerous dog classification leads to strict leash, muzzle, and microchip requirements. MAS maintains the 'Animal Abuse Offender Registry' for convicted animal abusers.
No breed-specific violations in Louisville. Dangerous dog violations under LMCO Β§ 91.150: Class A misdemeanor, fine up to $500 and/or up to 12 months imprisonment. Failure to comply with dangerous dog requirements: potential impoundment and relinquishment.
