Jefferson County (Louisville Metro) LMCO Β§ 91.002 requires all dogs off the owner's premises to be on a leash controlled by a responsible person. Dangerous dogs require a leash of maximum 4 feet and a muzzle when off the owner's property. Off-leash areas in designated Metro Parks are the only exception.
Under LMCO Β§ 91.002 (2021 Animal Ordinance), any dog off the owner's property in Jefferson County must be on a lead or leash under the control of a responsible person physically able to control the dog. Exceptions are designated off-leash parks approved by Louisville Metro or Kentucky Parks. Dangerous and potentially dangerous dogs must use a leash no longer than 4 feet and must be muzzled at all times off the owner's premises. All dogs 4 months and older must have current license and rabies vaccination tags. Metro Animal Services (MAS) enforces the leash law throughout Jefferson County.
Violation of leash requirements: Class A misdemeanor, fine up to $500 and/or imprisonment up to 12 months. Each day is a separate offense. Conviction may require relinquishing the animal.
