Virginia is a breed-neutral state. Sec. 3.2-6540 provides that no canine or crossbreed may be declared dangerous or vicious solely because of its breed, and localities may not enact breed-specific ordinances. Prince William County accordingly regulates dogs by conduct: the county and state target dogs that have bitten, attacked, or caused serious injury (see the dangerous-dog rules), not specific breeds. All dogs over four months must be licensed (PWC Code Sec. 4-40) and rabies-vaccinated (Sec. 4-62) regardless of breed. Private landlords and HOAs may impose their own breed restrictions, but the county government imposes none.
