Unincorporated Sedgwick County has no breed-specific ban; it regulates dogs by behavior through a case-by-case "dangerous animal" determination, not by breed. Any dog declared dangerous must carry an annual dangerous-dog license. Note that the city of Wichita has historically had its own breed rules.
The county's dangerous-animal system in sec. 5-163 is behavior-based: the animal control director may declare any individual animal "dangerous" after a hearing if it attacks, bites, or approaches people in a vicious manner, regardless of breed. Under sec. 5-67, the owner of any dog previously determined dangerous (here or in a comparable jurisdiction) that is harbored in the unincorporated area must obtain and possess an annual dangerous-dog license, obtainable only from the director. The county code contains no pit-bull or other breed-specific prohibition. Breed-specific ordinances, where they exist, are set by individual cities such as Wichita, not by the county.
Harboring a declared dangerous dog without the required license, or failing to show it on request, is a chapter 5 violation; the director may also impose muzzle, enclosure, microchip and signage requirements.
