Woodbury's published animal pages do not identify a breed-specific ban (such as a pit bull prohibition). Dangerous and potentially dangerous dogs are regulated under Minnesota Statutes 347.50-347.565, which set registration, secure-enclosure, insurance and identification requirements for dogs declared dangerous regardless of breed.
Woodbury's City Code (Chapter 5) and the city's animal-control pages do not publish a breed-specific restriction or list of banned breeds. Instead, aggressive-dog issues are handled through Minnesota's statewide dangerous-dog law, Minnesota Statutes sections 347.50 through 347.565, which apply to all dogs based on behavior rather than breed. Under section 347.51, no person may own a dangerous dog in Minnesota unless the dog is registered. To register, an owner must show a proper enclosure to confine the dog and a posted warning sign with a symbol warning that a dangerous dog is present; provide a surety bond or liability insurance of at least $300,000 for injuries caused by the dog; pay an annual registration fee of up to $500; and have the dog microchipped and wear a standardized dangerous-dog identification tag on its collar at all times. State law also lets owners request, after six months, a review of a dangerous-dog designation, and bars declaring a dog dangerous when an injury resulted from the victim trespassing, provoking the dog, or committing a crime. Because Minnesota generally directs that breed-specific concerns be addressed through this dangerous-dog framework, Woodbury residents with a dog that has bitten or threatened people should expect designation and registration obligations under the state statute, enforced locally by the Police Department.
Owning a dog that has been declared dangerous without registering it, or failing to meet the secure-enclosure, insurance, microchip, warning-sign or tag requirements, violates Minnesota Statutes 347.51 and is enforced by local authorities. There is no published Woodbury breed ban.
