Woodbury City Code Sec. 13-1 sets a nighttime quiet period from 10:00 p.m. to 6:00 a.m. During those hours, sound systems plainly audible 50 feet away, noisy gatherings audible at 50 feet, and many noisy activities are presumed violations. The general loud-noise prohibition applies around the clock.
Woodbury's noise rules live in Chapter 13 of the City Code (Miscellaneous Provisions and Offenses), Section 13-1. The ordinance does not use a citywide curfew on all sound, but it draws a clear nighttime line at 10:00 p.m. to 6:00 a.m. and applies stricter tests during those hours. Under Sec. 13-1, it is presumed a violation has occurred when electronic sound or audio equipment is plainly audible at a distance of 50 feet or more between 10:00 p.m. and 6:00 a.m. (the daytime threshold is more lenient, 100 feet, between 6:00 a.m. and 10:00 p.m.). The same 50-foot / 10:00 p.m. to 6:00 a.m. presumption applies to noise from a gathering or party. Beyond those hour-based tests, the ordinance carries a general prohibition that applies day or night: no person may make or cause any distinctly and loudly audible noise that unreasonably annoys, disturbs, or endangers the comfort, repose, health, peace, or safety of others. Complaints are handled by Woodbury Public Safety; residents are encouraged to talk to neighbors first, then report ongoing problems to the non-emergency dispatch line at 651-439-9381.
A violation of Sec. 13-1 is a misdemeanor. Upon conviction, the penalty is a fine not to exceed $700.00 or imprisonment not to exceed 90 days, or both. Officers typically respond to a complaint, observe the noise, and ask the offender to reduce it before citing.
