Woodbury, MN Noise Ordinances: Construction Hours (2026)

Woodbury limits construction noise through its noise ordinance, Section 13-1(c)(5), rather than a separate building rule. The provision lists activities that may not occur between 10:00 p.m. and 6:00 a.m. daily: the construction, installation, and maintenance of utility and street projects; the operation of tools and domestic maintenance equipment powered by external air compressors or internal combustion engines; the repair and servicing of vehicles or equipment with audible noise beyond the property lines; and exterior construction, remodeling, repair, or maintenance of structures. In effect, noisy outdoor construction work is permitted during the daytime window of 6:00 a.m. to 10:00 p.m., and is presumptively prohibited overnight. This is a relatively generous start time compared with cities that bar work before 7:00 a.m. The same ordinance also requires that engines and exhaust on construction-related machinery be muffled to prevent loud or explosive noises. Enforcement is by Woodbury Public Safety in response to complaints; the general standard that no one may create unreasonably annoying or disturbing noise still backstops the specific hour rules, so daytime work that is genuinely excessive can also draw attention.
