Amplified music rules in Woodbury, MN — also called sound permit, PA system, or live music ordinances — set decibel limits, time-of-day restrictions, and when permits are required.
Woodbury City Code Sec. 13-1 presumes a violation when electronic sound or audio equipment is plainly audible 50 feet away between 10:00 p.m. and 6:00 a.m., or 100 feet away between 6:00 a.m. and 10:00 p.m. Using amplifiers or loudspeakers on streets or public places for commercial advertising is separately prohibited.
Woodbury regulates amplified sound through plainly-audible distance tests rather than a decibel meter. Under Sec. 13-1, it is presumed a violation has occurred when any electronic sound system or audio equipment is operated so that it is plainly audible at a distance of 50 feet or more between 10:00 p.m. and 6:00 a.m., or plainly audible at a distance of 100 feet or more between 6:00 a.m. and 10:00 p.m. That covers home and vehicle sound systems, party speakers, and similar equipment. Separately, the ordinance prohibits operating or permitting the use of any electronic sound system, audio equipment, loudspeaker, sound amplifier, or other sound-reproduction device on a street or other public place for the purpose of commercial advertising or attracting the attention of the public to a commercial establishment or vehicle. The catch-all prohibition on distinctly and loudly audible noise that unreasonably annoys or disturbs others also reaches amplified music at any hour. Together these rules give Woodbury Public Safety clear, distance-based standards for loud-music complaints, with the stricter 50-foot test reserved for the 10:00 p.m. to 6:00 a.m. nighttime period.
Amplified sound that is plainly audible past the 50-foot (night) or 100-foot (day) thresholds is a presumed violation of Sec. 13-1, a misdemeanor carrying up to a $700.00 fine or 90 days, or both. Commercial-advertising loudspeakers on public streets are also prohibited under the same section.
