On-street parking in Woodbury is allowed on public roadways outside of winter restrictions, but state law bars stopping near hydrants, driveways, crosswalks, and other locations. The city's winter parking ordinance imposes overnight and snow-accumulation bans from November through April.
Woodbury does not generally restrict daytime curbside parking on most public streets, but several layers of rules apply. Minnesota Statutes Sec. 169.34, which the city enforces, prohibits stopping, standing, or parking on a sidewalk, in front of a public or private driveway, within ten feet of a fire hydrant, on a crosswalk, within 20 feet of a crosswalk at an intersection, within 30 feet of a stop sign or traffic signal, within a bicycle lane, and at any place where official signs prohibit stopping. A violation is a petty misdemeanor under Sec. 169.34, Subd. 2. On top of these year-round rules, Woodbury's winter parking Ordinance No. 14-122 bans on-street parking from 2 a.m. to 6 a.m. from November 1 through April 1 even when there is no snow, and bans on-street parking any time two or more inches of snow have accumulated until the street has been completely plowed. The winter ordinance applies only to public roadways, not to private streets (marked with blue street signs). Parking within ten feet of a hydrant, in front of a driveway, on a crosswalk, or where signs prohibit stopping violates Minnesota Statutes Sec. 169.34 (a petty misdemeanor). Parking on the street during the winter overnight ban or after two inches of snow accumulates results in an administrative citation under Ordinance No. 14-122.
