No private-tree-removal permit means no permit penalty for removing your own trees. Removing or damaging a city-maintained boulevard/right-of-way tree without authorization, however, can be enforced by Public Works, and moving quarantined ash wood out of the area violates the Minnesota Department of Agriculture EAB quarantine.
