Woodbury City Code Sec. 13-1 requires that motor vehicles, motorboats, and snowmobiles use a muffler that effectively prevents loud or explosive noise, restricts horn use to warnings of danger, and limits late-night vehicle repair. The city nuisance chapter also bars driving motorized vehicles in a loud, noisy, or unsafe manner.
Vehicle noise in Woodbury is governed by several parts of the noise ordinance, Section 13-1. The exhaust provision states that no person shall discharge or permit the discharge of the exhaust of any steam engine, stationary internal combustion engine, motorboat, motor vehicle, or snowmobile except through a muffler or other device that effectively prevents loud or explosive noises and complies with all applicable state laws and regulations. The horn provision limits use of any horn or signaling device to a warning of danger, consistent with Minn. Stat. Sec. 169.68. Late-night vehicle work is also restricted: Sec. 13-1(c)(5) bars the repair and servicing of vehicles or equipment with audible noise beyond the property lines between 10:00 p.m. and 6:00 a.m. In addition, the city nuisance chapter (Ch. 15) makes it unlawful to drive motorized scooters, bicycles, motorcycles, or any other type of motorized vehicle in a loud, noisy, or unsafe manner. Snowmobiles, separately, may be operated only between 7 a.m. and 11 p.m. under the city's snowmobile rules. State motor-vehicle law (Minn. Stat. ch. 169) backstops the muffler and equipment requirements on public roads.
Operating a vehicle, boat, or snowmobile without an effective muffler, misusing a horn, or doing audible late-night vehicle repair violates Sec. 13-1, a misdemeanor (up to $700 fine and/or 90 days). Driving a motorized vehicle in a loud, noisy, or unsafe manner is a nuisance under Ch. 15.
