Woodbury has no leaf-blower-specific ordinance, but City Code Sec. 13-1(c)(5) restricts the hours of noisy lawn and yard equipment. Operating combustion-powered domestic maintenance equipment such as lawn mowers, hedge clippers, chain saws, mulchers, garden tillers, and edgers is prohibited between 10:00 p.m. and 6:00 a.m.
Woodbury does not single out leaf blowers, but its noise ordinance does regulate the broader category of powered yard equipment. Section 13-1(c)(5) prohibits, between 10:00 p.m. and 6:00 a.m. daily, the operation of tools and domestic maintenance equipment powered by external air compressors or internal combustion engines. The ordinance gives examples: lawn mowers, hedge clippers, chain saws, mulchers, garden tillers, edgers, or other similar domestic power maintenance equipment. A gas-powered leaf blower falls squarely within that 'similar domestic power maintenance equipment' description, so it should not be run overnight. During the daytime window of 6:00 a.m. to 10:00 p.m., routine yard work with blowers, mowers, and trimmers is permitted, and there is no local decibel cap on lawn equipment. The general noise prohibition in Sec. 13-1 still applies as a backstop: even daytime equipment use can be addressed if it produces a distinctly and loudly audible noise that unreasonably disturbs neighbors. There is no separate exemption that would allow combustion-engine yard equipment to run during the 10:00 p.m. to 6:00 a.m. quiet period.
Running combustion-powered yard equipment between 10:00 p.m. and 6:00 a.m. is presumed to violate Sec. 13-1, a misdemeanor punishable by a fine up to $700.00 or up to 90 days, or both. Daytime use is generally allowed unless it rises to unreasonable, loudly audible noise.
