Outdoor music in Woodbury is governed by City Code Sec. 13-1. Sound equipment plainly audible 50 feet away between 10:00 p.m. and 6:00 a.m., or 100 feet away during the day, is presumed a violation, and noise from a gathering audible 50 feet away at night is also presumed unlawful.
Woodbury does not have a separate outdoor-events noise code, so backyard bands, patio speakers, and parties are covered by the general noise ordinance, Section 13-1. Two distance tests apply to amplified outdoor music: electronic sound or audio equipment plainly audible at 50 feet or more between 10:00 p.m. and 6:00 a.m. is a presumed violation, as is equipment plainly audible at 100 feet or more between 6:00 a.m. and 10:00 p.m. A parallel test targets gatherings: it is presumed a violation when noise from a gathering is plainly audible at a distance of 50 feet or more between 10:00 p.m. and 6:00 a.m. That makes late-night outdoor parties and live music the most likely to trigger enforcement. The catch-all prohibition on distinctly and loudly audible noise that unreasonably annoys, disturbs, or endangers the comfort or repose of others applies at any hour, so even daytime outdoor music can be addressed if it is genuinely excessive. Public Safety responds to complaints and typically asks that the volume be lowered before issuing a citation. Larger organized events on city property are also subject to the city's event and park-use policies in addition to the noise rules.
Outdoor music or gathering noise that exceeds the plainly-audible distance thresholds is a presumed violation of Sec. 13-1, a misdemeanor punishable by up to a $700.00 fine or 90 days, or both. Officers commonly request a volume reduction before citing.
