Woodbury has no STR-specific noise rule because short-term rentals are not an allowed use. Loud or disturbing noise at any property is governed by the citywide noise and nuisance provisions in Chapter 13 of the City Code, enforced by the Police Department through non-emergency dispatch.
There is no short-term-rental 'good neighbor' noise clause in Woodbury, because the city does not permit sub-30-day non-primary rentals. Noise from any home β owner-occupied, licensed long-term rental, or otherwise β is handled under the citywide framework. The city's Common Ordinance Questions page states that 'noise and nuisance ordinance details are available in Chapter 13 of the City Code,' which is Woodbury's miscellaneous-provisions/offenses chapter; the noise section is Sec. 13-1. Chapter 5 (Animals) separately prohibits keeping any animal that 'shall by any noise, unreasonably and/or excessively disturb the peace and quiet of any person in the vicinity,' which covers barking-dog complaints. Residents are directed to report active noise issues to the non-emergency dispatch line at 651-439-9381, and the Police Department (651-714-3600) handles ordinance enforcement. Operators of licensed long-term rentals remain responsible for tenant conduct: persistent nuisance activity at a rental can become a property-maintenance or nuisance matter that affects the rental license. The exact decibel limits and any nighttime quiet-hour window are set in Chapter 13, Sec. 13-1 and should be confirmed in that section of the City Code.
Loud or disturbing noise that violates Chapter 13 is enforceable by the Woodbury Police Department and can result in a citation. Repeated noise or nuisance activity at a licensed rental can be treated as a nuisance and may jeopardize the property's rental license. Animal-noise disturbances are separately enforceable under Chapter 5.
