Woodbury has no short-term rental registry because STRs are not an allowed use. The registration system that exists is the annual rental license for 30-day-plus tenancies. Owners self-certify property-maintenance items on a checklist at application and renewal rather than passing a mandatory city inspection.
Because the city treats short-term rentals as non-conforming, there is no online STR registration portal and no STR-specific contact-person requirement. The registration framework that does exist is the Rental Licensing Program for conventional rentals. A rental license is required for 'all residential properties being let for rent in the City of Woodbury with few exceptions,' covering single-family homes, townhouses, condominium units, and larger multiple-dwelling complexes. There is no exemption for an owner who rents only a single property. Applicants apply and pay online at woodburymn.gov/Rental, by mail with a check, or in person at City Hall, 8301 Valley Creek Road. At new application and at each annual renewal, the owner (or a designee) completes a self-certification checklist of property-maintenance items that must be certified as being in good condition and working order; single-dwelling rentals are inspected on an annual basis by the owner, not routinely by the city. The city says it will not conduct interior inspections of single-dwelling units 'unless follow-up is required' for checklist deficiencies, outstanding violations, or code complaints. Licenses are tied to the calendar year and require annual renewal.
Renting a licensable unit without a rental license violates the rental-licensing ordinance and may lead to penalties or remedies provided in the ordinance. Failing to renew by the deadline triggers late fees. Falsely self-certifying maintenance items, or refusing a follow-up inspection after a complaint, can support enforcement and possible license action.
