Woodbury has no STR-specific parking standard because short-term rentals are not allowed. Any property using on-street parking is bound by the citywide winter parking ban: no on-street parking 2–6 a.m. from Nov. 1 to April 1, and none anytime once 2+ inches of snow has fallen until the street is fully plowed.
Because Woodbury does not permit sub-30-day non-primary rentals, there is no STR guest-parking ratio or off-street parking mandate. Parking at any home, including a licensed long-term rental, is instead governed by citywide rules. The winter parking ordinance (city ordinance 14-122, per city communications) prohibits on-street parking between 2 a.m. and 6 a.m. from November 1 through April 1, and the prohibition applies even when there is no snow on the ground. Separately, no on-street parking is allowed at any time once two or more inches of snow has accumulated, until after the street has been completely plowed. These restrictions apply to public roadways, not private streets marked with a blue street sign. The city also requires vehicles parked in driveways not to extend into the street or obstruct a trail or sidewalk. Violations are handled by administrative citation; questions go to Public Works at 651-714-3720. Operators should verify the current ordinance citation in the City Code, as the city publishes the winter-parking rule through Public Works notices.
Parking on a public street between 2 and 6 a.m. in the Nov. 1–April 1 window, or parking on the street after 2+ inches of snow before plowing is complete, results in an administrative citation and possible towing. Driveway vehicles that extend into the street or block a sidewalk or trail are also subject to citation.
