Woodbury's City Code (Chapter 5) prohibits allowing dogs, cats or other domestic animals to run at large beyond the owner's property. Off your property, a dog must be leashed and under your control, and owners must clean up after their pets.
The City of Woodbury regulates dogs through Chapter 5 (Animals) of its City Code. A city ordinance forbids allowing dogs, cats or other domestic animals to run at large beyond the land limits of the owner. In practice that means a dog must be on a leash and under the owner's control whenever it is off the owner's property; the city does not publish a specific leash-length limit, so plan for a standard hand-held leash. Owners are also responsible for cleaning up after their pet when walking it off their own property. Separately, Chapter 5 addresses animal noise, prohibiting the owning, keeping or harboring of any animal that by any noise unreasonably and/or excessively disturbs the peace and quiet of any person in the vicinity, which is how persistent barking is handled. Enforcement is handled by the Police Department's Community Service Officers, who act as the city's animal control officers. Residents can register a complaint or request animal-control service by calling 651-714-3600, and barking-dog issues can also be reported to non-emergency dispatch at 651-439-9381. Because Woodbury is an incorporated city, these local at-large and nuisance rules apply citywide on top of Minnesota's statewide dog laws.
Allowing a dog to run at large or off-leash beyond the owner's property is an ordinance violation enforced by Community Service Officers, who may issue complaints; nuisance barking is handled under the Chapter 5 animal-noise provision. Report issues at 651-714-3600 (animal control) or 651-439-9381 (non-emergency dispatch).
