110 makes it unlawful, and an infraction, for an owner or person with charge of a cat to allow it to run at large on the property of another; the responsible person is strictly liable for the cat's violations whether or not they knew it was loose. 040 separately requires every cat owner to obtain a rabies vaccination for each cat within one month after it turns four months old, or within one month of acquiring a cat already over four months; owning, keeping, or possessing an unvaccinated cat past that age is itself an infraction.

The vaccine must be administered by a licensed veterinarian using a rabies vaccine approved by the State Department of Health, and it must be repeated at the intervals that department specifies to maintain adequate immunity. 050 makes cat registration voluntary, letting an owner obtain a license certificate and tag by submitting proof of rabies vaccination from a licensed veterinarian and paying the fee set by the Board of County Commissioners; the license runs for the duration of the vaccination period and no one may remove a cat's registration tag without the owner's consent.
