Chester County requires all cats three months or older to be vaccinated against rabies. Under Health Department §202.8, a cat residing in the county for ten days or more must be immunized by a licensed veterinarian. There is no county cat-leash or licensing rule.
Pennsylvania does not require cats to be licensed the way dogs are, and Chester County has no cat-at-large ordinance. But the county does impose one firm cat rule: its Health Department regulation §202.8.2 requires every cat three months of age or older that resides in Chester County for ten days or more to be vaccinated against rabies by a licensed veterinarian. Cats imported into the county must be immunized at least two weeks before arrival and carry a health certificate. A biting cat is subject to the same 10-day confinement as any warm-blooded animal under §202.4. Feral-cat colony and trap-neuter-return rules, if any, are set by individual municipalities.
Failure to vaccinate a cat against rabies violates the county Health Department regulations and is enforceable by the Department and its delegated animal-control officers.
