Solano County, CA Animal Ordinances: Cat Rules (2026)

Solano County Code Sec. 4-142 provides that every person owning or having control, custody or possession of a cat in the county "may procure a license for such cat," with the licensing procedure and timing the same as for dogs, and a fee set by ordinance of the board of supervisors. That optional standard contrasts with Sec. 4-139, which makes dog licensing mandatory. Sec. 4-143 requires that no license, dog or cat, be issued until satisfactory proof of rabies vaccination is given to the issuing officer, and sets revaccination timing consistent with Health and Safety Code Sec.

1920(b) and Title 17 CCR Sec. 4(b)(3): not sooner than 12 months after a primary immunization, or 24 months after a booster given to a cat or dog vaccinated after one year of age. Cats are also covered by the chapter's general at-large restraint rule (Sec. 4-13) and impoundment scheme: under Sec. 4-43, an impounded cat wearing a license tag or other positive ID must be held at least five working days before disposition, while an unlicensed or unidentified cat need only be held three working days.

Sec. 4-45(b) allows the animal control director to sell or humanely destroy an unredeemed, unlicensed cat after that three-day window, while a licensed cat is processed the same as a licensed dog with mailed owner notice within 24 hours of impoundment.
