Full Breakdown

020(A) of the County Code makes it an infraction for a cat's owner, harborer, or keeper to let the cat damage another person's property, or to bite, scratch, or claw a human being or another animal while off the owner's premises. 010(7): restaurants, grocery stores, meat markets, supermarkets, and fruit stores, with an exception for service animals under their handler's control. 072(C) as two or more feral cats living in close proximity to one another. Maintaining such a colony is an infraction unless it is registered with Animal Care Services or with a Community Animal Rescue Partner, an organization certified by the Animal Shelter Director, and the caretaker follows the guidelines the Director sets for colony management.

Mendocino County does not require individual cat licenses the way it requires dog licenses, and there is no leash mandate for cats comparable to the six-foot dog leash rule. 5 if the cat is not reclaimed within the first three days of the standard holding period.

Violations & Fines

A cat that damages property or injures a person or another animal off its owner's premises exposes the owner to an infraction under Section 10.08.020(A). Running an unregistered feral cat colony is a separate infraction under Section 10.08.030, enforced by Animal Care Services, which can require compliance with its colony management guidelines or refer the matter to Animal Control for further action.

Frequently Asked Questions

Does Mendocino County require cats to be licensed?
No. Title 10 requires an individual license for dogs under Section 10.12.010, but it has no equivalent licensing requirement for cats. A cat owner can still be cited under Section 10.08.020(A) if the cat damages property or bites, scratches, or claws a person or another animal away from home.
What counts as a feral cat colony under county law?
Section 10.04.072(C) defines a feral cat colony as two or more feral cats living in close proximity to one another, where a feral cat is one without owner identification whose usual temperament is fearful of and resistant to people. Maintaining an unregistered colony is an infraction under Section 10.08.030.
How do I legally maintain a feral cat colony?
Register it with Animal Care Services or with a Community Animal Rescue Partner certified by the Animal Shelter Director, and follow the colony management guidelines the Director establishes. Without that registration, maintaining the colony is an infraction under Section 10.08.030 of the County Code.
