While New York State and Suffolk County require dog licensing, cats are not licensed at the county level. Suffolk County Chapter 250 (Animals) and Chapter 762 (Animal Cruelty) prohibit abandoning any animal, including cats. Several Suffolk towns operate or recognize TNR (trap-neuter-return) feral cat programs. Outdoor cats are not banned, but owners may face nuisance complaints if cats damage neighbor property. SCSPCA enforces cruelty laws. Cat owners must still comply with rabies vaccination requirements under New York Public Health Law for any cat over four months.
