Cats are covered by the same at-large, restraint, tethering, and rabies rules as other animals. Cats must be vaccinated against rabies, and a fixed-point tether can't be used to confine a cat between 9 a.m. and 5 p.m.
Seminole County's animal code applies to cats. The at-large prohibition (Sec. 20.17) and rabies vaccination requirement (Sec. 20.51) cover cats — all rabies-susceptible animals must be vaccinated by a licensed veterinarian, consistent with FS 828.30 (dogs, cats, and ferrets over four months). Sec. 20.39 limits fixed-point restraining devices (tethers) for dogs and cats: a device may not confine a dog or cat outdoors between 9:00 a.m. and 5:00 p.m., is limited to one hour per day with direct supervision, and is banned during severe weather (lightning, tornado/hurricane warnings, heat index above 90°F, or below 32°F).
Unvaccinated cats and improper tethering are code violations enforced by Seminole County Animal Services with civil penalties; at-large cats may be impounded.
