In residential zones outside city limits, Marion County Code 6.15 lets a resident of a single-family dwelling or duplex keep up to six hens on their lot. In the Woodburn or Silverton Urban Growth Boundary the maximum is three hens.
Marion County distinguishes 'pet' fowl from farm use. Under MCC 6.15 a resident of a single-family dwelling or duplex may keep hens on the lot where they live, capped at six (three inside the Woodburn or Silverton UGB). In the Acreage Residential (AR) zone keeping fowl is allowed but animals must be confined to the property. In rural farm and forest zones (EFU, SA, FT, TC) and AR, chickens raised for food or sale are a permitted farm use; farm use is not allowed in the Single Family Residential (RS) zone or most commercial and industrial zones. Roosters and larger flocks may need a farm-use zone.
Keeping more hens than allowed, or fowl in a zone where farm use is prohibited, is a zoning violation enforced by Marion County Code Enforcement (503-373-4333). Cities enforce their own limits.
