It shall be unlawful for the owner of an animal to allow or permit his or her animal ... To run at large in or upon any public street, road, sidewalk, other public place, or upon private property without the expressed or implied consent, subject to zoning, of the owner or any lessee of such private property.

Collier County Code sec. 14-35 makes it unlawful for an owner to allow an animal to run at large on public roads, sidewalks, or private property without the property owner's consent, or to chase vehicles or threaten people using a right-of-way. Sec. 14-36(10) makes it unlawful to tether a dog outdoors unless the dog is in visual range of a responsible party who is outside with it, the tether is at least five times the dog's body length with swivels, the dog is over six months old, and not left out in extreme weather. Enforcement is by Collier County Domestic Animal Services.
