County Code Section 4528.2 requires any dog on a street, sidewalk, public way, park, public square, or other public space -- or on private property without the owner's consent -- to be secured by a leash or chain of sufficient tensile strength to restrain it, or under the immediate control of a person physically capable of restraining it. Section 4528.1 separately bars letting an animal run At Large. This chapter applies only in unincorporated Jackson County and in any city that contracts with the county for animal control; Kansas City, Independence, Lee's Summit, Blue Springs, Raytown and Grandview enforce their own municipal codes instead.
