Chesterfield prohibits dogs running at large countywide. A dog is at large whenever it is off the owner's property and not under immediate control. On county-owned land a physical leash is required unless in a posted off-leash dog area.
County Code § 4-23 bans dogs running at large year-round. "Immediate control" means a physical leash or the dog remaining clearly obedient and in close proximity to the owner. On county-owned land (parks, trails) a leash physically connecting dog to owner is mandatory unless within a designated, posted dog exercise/off-leash area. A January 2025 amendment tightened the standard and raised fines. Exceptions cover K-9 working dogs, search-and-rescue dogs, and dogs lawfully hunting or training under Virginia Department of Wildlife Resources seasons while wearing an owner-ID tag.
Minimum fine raised from $25 to $50 per dog; up to $100 when multiple dogs are off-leash. Animal wardens may impound loose dogs at the county shelter.
