SLO County Code Section 9.08.020 requires all dogs to be securely leashed on public streets, parks, and other public places in unincorporated areas, or under direct heel control. Working herding dogs are exempt while actively herding livestock.
Under San Luis Obispo County Code Title 9, Chapter 9.08, Section 9.08.020, no person may allow a dog to be on any public street, alley, lane, park, or place open to the public in an unincorporated area unless the dog is securely leashed and the leash is held by a responsible person, securely confined in a vehicle, or at heel and obedient to that person's command. The leash law applies in all designated areas open to the public. Dogs used on farms and ranches primarily for herding livestock are exempt while herding. SLO County Animal Services enforces leash law violations under Title 9. Some county parks have additional on-leash requirements; off-leash use is only permitted in officially designated dog parks.
Leash law violations are infractions under Title 9 subject to administrative citation by Animal Services. Repeat or aggressive off-leash violations can escalate to misdemeanor charges, especially if the dog bites or attacks.
