In unincorporated Seminole County it is unlawful to let animals run at-large, and all dogs must be leashed when walked off the owner's property. A leash over eight feet is presumed not proper restraint near a person or animal.
Seminole County Code Sec. 20.17 makes it unlawful to allow animals to run at-large on public property (without the owner's consent) or on others' private property, including condominium and HOA common areas. Sec. 20.17(b) requires all dogs to be under restraint by a leash when walked off the owner's property; a leash longer than eight feet, in the presence of a person or domestic animal, creates a rebuttable presumption the dog is not restrained. Service animals are exempt. Inside incorporated cities (Sanford, Altamonte Springs, Oviedo, etc.) that city's ordinance applies.
Violations are enforced by Seminole County Animal Services as county-code civil citations; at-large animals may be impounded, and civil penalties apply under Ch. 20 and Ch. 53.
