Pennsylvania counties do not enact leash ordinances. Enforcement is handled by municipal police and the state dog warden, not a countywide animal-control office.
Running-at-large is a summary offense under the Dog Law (3 P.S. §459-903); first offense is typically a fine, with a third-degree misdemeanor for repeat violations within a year.
