Edmonds requires dogs to be on a leash no longer than eight feet whenever off the owner's premises (ECC 5.05.010, 5.05.050). Dogs are banned outright from Brackett's Landing Shoreline Sanctuary Conservation Area and Brackett's Landing Park North (parking lot, walkway, beach, water). Washington has no statewide leash mandate, but RCW 16.08.090 imposes muzzling and substantial-leash restraint on declared dangerous dogs, with violations a gross misdemeanor under RCW 9A.20.021. Edmonds Police Animal Control (425-771-0205) handles enforcement; loose dogs may be seized and impounded.
