East Baton Rouge Parish requires dogs to be confined to the owner's home or fenced yard, or restrained on a leash no longer than six feet. Letting a dog run at large is a nuisance enforced by the Animal Control & Rescue Center under Title 14.
The consolidated City-Parish Animal Control ordinance (Title 14) governs all of East Baton Rouge Parish. Dogs must be confined at all times either in the owner's home or fenced yard, or restrained on a leash no longer than six feet when off the property. A dog running at large is treated as a nuisance, along with attacking people or animals, chasing cars, excessive noise, overturning garbage cans, or defecating on others' property. Enforcement is handled by the Animal Control & Rescue Center (ACRC), which covers Baton Rouge, Baker, Zachary, and Central. Louisiana civil law also makes owners strictly liable for damage their animals cause.
Violating the Animal Control ordinances is a misdemeanor punishable, upon conviction, by up to $500 and/or six months in jail.
