Camden County, NJ Animal Ordinances: Dog Leash Laws (2026)

Article 4, Section 4(A) of the Camden County Park Regulations states that no person shall cause or permit any animal owned by him, or in his custody or control, to be unleashed on county park lands, and requires that all domestic animals on county park lands be restrained by a leash not exceeding six feet in length. An animal found at large and unleashed may be seized and disposed of as provided by law or local ordinance. Section 4(B) adds a cleanup duty: an owner whose animal, other than a horse, soils or defecates on park property must immediately remove and dispose of the waste in a sanitary manner, by container or disposal bag.

Section 4(C) goes further in certain areas: except for seeing-eye or helper dogs, domestic animals aren't allowed at all on playgrounds, paved paths, courts, or play field areas, and no animal may drink directly from a park water fountain. Horses get their own restrictions in Section 4(D): they can't be ridden or driven on sidewalks, paved bike paths, ball fields, playgrounds, or flower beds; can't be ridden or driven dangerously, grazed, or left unattended; and can't be led unbridled or without a proper lead line.

The Article 6, Section 2 Schedule of Fines sets the penalty at $100 for a dog not on a leash, item 4-4(A), and $100 for failing to clean up animal feces, item 4-4(B), with the horse-specific violations in items 4-4(D1) through 4-4(D3) each carrying the same $100 fine.
