Chapter 4, Article II was re-enacted by Ordinance 25-25 on December 2, 2025, replacing the old Ord. 14-22 article. Section 4-19 defines direct control as immediate and continuous physical control at all times, such as by a fence, a leash not to exceed eight feet, a cord or a chain of sufficient strength - excluding herding dogs, dogs hunting, police dogs, dogs in a registered field trial or obedience training, or an animal on its owner’s property. An owner is responsible for keeping animals under direct control at all times. Section 4-31 makes it unlawful to let an animal roam at-large on public streets, sidewalks, school grounds, beaches, parks, or the private property of others without consent.

Animal control officers may impound the animal and issue a citation using F.S. 828.27 criteria. The County parks fine schedule lists Leash Length at $75, $150 and $300, and any violation adds a mandatory $25 Animal Care Trust Fund payment.
